1. Basic standards
They describe the test methods themselves — how measurement is done, not which limit values apply. Examples: the IEC/EN 61000-4-x series for immunity (ESD, Burst, Surge — see ESD, Burst & Surge).
2. Generic standards
They set limit values per environment and apply when no matching product standard exists. The EN 61000-6-x series:
- 61000-6-1 — immunity, residential/commercial/light-industrial
- 61000-6-2 — immunity, industrial (stricter)
- 61000-6-3 — emissions, residential/commercial
- 61000-6-4 — emissions, industrial
Industrial immunity is stricter (more disturbances on site); the residential emission limit values are stricter than those for industry (proximity to broadcast reception).
3. Product and product-family standards
They take precedence: if a product standard exists (e.g. for automotive the CISPR 25 family, for household appliances CISPR 14), it applies instead of the generic standard.

Product standard before generic standard; the basic standard provides the test method behind it. These standards are the key to the presumption of conformity of the EMC Directive.
